If you run a program
Three tiers, one ladder, and a published price for every one
9 modules, 2 consecutive days, 6.5 instructional hours per day, 16 hours in the room. Two consecutive days is the entire schedule ask, which is what makes it possible to release direct care staff at all.
The first cohort runs in late January 2027.
Certification
Held by the person, verified by the Institute
Which means you keep an auditable record of who is qualified to run the model, and it survives the person who took it leaving.
- 01
Framework Practitioner
- Attend all 16 hours
- Score 80 percent or higher on the knowledge check
- Submit one applied task within 14 days
Delivers the Bridge Homes Model as staff under supervision.
- 02
Certified Navigator
- Tier 1, plus observed practice across a 90 day practicum
- A timing map built for a real caseload
- An anchor map and a 30 day follow up
Carries named navigation responsibility and signs take up reporting.
- 03
Institute Facilitator
- Co facilitation of 2 modules
- A program audit for another site
- A passing score on the facilitation rubric
Delivers Framework Foundations at a replication site and owns the annual fidelity review.
Tier 3 is what brings the cost down. After the first year you train your own people and the Institute only verifies.
Rates
What a seat costs, and who pays
Every service has a published rate. What varies is the payer, not the price. No organization serving young people leaving care is turned away for inability to pay.

| Payer | How it works |
|---|---|
| Public agency or prime contractor | Purchased under contract at the published rate. Title IV-E training reimbursement may apply to staff serving eligible children. |
| Provider training budget | Purchased directly, invoiced on your site terms. |
| Philanthropic sponsor | A funder underwrites seats at the same published rate, either open to any eligible organization or directed to a region or population the funder names. |
| The Navigator Fund | Sponsored seats for organizations that cannot pay, awarded on published criteria and reported to the sponsor by organization and tier. |
Title IV-E note
Training of public agency staff, contracted provider staff, and foster parents serving children eligible under Title IV-E of the Social Security Act may be reimbursable at the federal training rate, which reduces the net cost to the purchasing agency.
Licensing
Or take the whole model, not only the training
Training certifies your people. Licensing gives you the model itself: the implementation manual, the legal templates, the savings mechanism, the outcomes framework, and the funding case.
Tier 1
Model License
$8,500 to $15,000 per site per year
- The implementation manual
- Legal templates, including the resident lease and the program housing rider
- The savings model
- The outcomes framework
- Annual updates
A team that can build from documentation and wants the design, not the hands.
Tier 2
License plus Implementation
$25,000 to $45,000
- Everything in Tier 1
- Jurisdictional adaptation for your state, tribe, or campus
- Staff training and certification
- Defined advisory hours across launch
A partner launching within a year who needs the model rewritten for their rules.
Tier 3
Full Build
$60,000 to $120,000
- End to end design and launch across roughly 9 to 12 months
- Edition development written for your jurisdiction and population
- Legal structure
- Partner cultivation
- Funding strategy
- Go live support
A partner starting from a decision rather than from a program.
Ranges are indicative and scope dependent, and final pricing is set in the scoping conversation. They are published rather than withheld because a buyer at a public agency, a tribal social services department, or a foundation cannot start an approval process without a number.
We do not hand you a plan. We install a program, then step back. The measure of success is that you can run it without us in 12 months.
Four ways to start
A small door and a large one
1
Send one cohort to certification
Certify 4 to 6 of your direct care staff as Framework Practitioners. Lowest commitment, and it stands on its own if you go no further.
2
License the model
Tier 1. The implementation manual, legal templates, savings model, and outcomes framework, self directed by your team.
3
Pilot a phased launch
Tier 2. Start as a curriculum and navigation overlay with 2 to 5 young people under your existing license, and phase in the rest.
4
Scope a full build
Tier 3. End to end design and launch, including an edition written for your jurisdiction and population.
