Campus support programs

Four Arizona universities run programs for students from care. One of them covers tuition, fees, and year round housing outright, and the door to it closes at 18.

Formally, the Campus based support programs for students from foster care.

What it is worth
Named staff, peer mentoring, and help with admissions and financial aid at every campus. At Grand Canyon University, 100 percent of tuition, fees, and year round room and board. At Northern Arizona University, tuition and fee support plus year round housing and a laptop.
Who decides
Each campus runs its own program and sets its own intake. You contact them directly. You do not need a referral from the Department.
The date that matters
Most have no age limit, but Grand Canyon University Fostering Futures is decided long before you enroll: you have to have been in state care at 17 and to have signed the extended foster care agreement at 18. Miss that and this one is closed to you.

Eligibility

Whether this is yours

  • You have experience of foster care. Programs define this broadly and several also include legal guardianship, homelessness, and unaccompanied youth.
  • You are admitted to or applying to that institution.

Limits

What it will not cover

Stated plainly, because planning around a gap you know about is possible and planning around one you find out about in November is not.

  • Tuition, in most cases. These programs sit alongside the tuition waiver and the voucher rather than replacing them.
  • Support at a campus other than their own.

How to claim it

What you actually do

  1. 1Grand Canyon University, Fostering Futures, a partnership with the Department of Child Safety that combines university scholarships with state and federal aid to cover 100 percent of tuition, fees, and year round room and board. It also carries free tutoring, campus jobs, mentoring, and life skills programming. Ask about it while you are still 17 if you can.
  2. 2Arizona State University, Bridging Success, housed in the School of Social Work.
  3. 3University of Arizona, Fostering Success, a peer mentoring community that also carries priority registration for active participants.
  4. 4Northern Arizona University, the Blavin Bettin Scholars Program, which at the Flagstaff campus adds tuition and fee support, year round housing, a laptop, on campus summer employment, and faculty mentors.
  5. 5Contact the program before you apply to the university, not after. They help with the application itself.

Watch for

The things people get caught by

These are the misunderstandings that cost people money, not general advice.

  • Grand Canyon University Fostering Futures requires that you were in state care at 17 and that you signed the extended foster care agreement at 18. That decision, made at 18, is what opens or closes this door years later. It is the earliest deadline on this whole site.
  • Grand Canyon University is private, so the state tuition waiver does not apply there. Fostering Futures is how the cost is covered instead, and the Education and Training Voucher still works at a private school.
  • Year round housing is the quiet one. Most student housing closes between terms, which is a serious problem if you have nowhere to go. Grand Canyon University and Northern Arizona University both cover it. Ask every other campus what happens in December.
  • Priority registration sounds small. It means you get the classes that fit around a job.
  • These programs are the fastest way to find out what else you qualify for, because their staff do this all day.

Where this comes from

Confirmed August 30, 2026

Bridge Homes Institute confirmed the Grand Canyon University Fostering Futures terms and the eligibility conditions, including the requirement to have signed the extended foster care agreement at 18.

The three other campus programs on this page are drawn from their own published pages and are not separately confirmed. Campus programs change staffing and intake more often than statute does, so confirm the details with the program before you rely on them.
